Goodwin and mayor's adviser clash on appraisal

The DfT's recent decision to double the time period used in transport appraisal, from 30 to 60 years, is distorting the appraisal process in favour of large-scale infrastructure projects, Professor Phil Goodwin of the University of West of England has told transport planners.

Addressing a meeting of the Transport Planning Society, he said: "The present situation is seeing a 'get in quick' rush to seek approval for schemes that will not genuinely produce the benefits the calculations claim....
