Northern Ireland passes transport powers to councils

Northern Ireland's district councils are to get powers over local transport under a historic programme of decentralisation, Northern Ireland secretary Peter Hain has announced.

Governance in Northern Ireland has been highly centralised since the 1970s because of a distrust that local councils could deliver services free from political bias.
