Further details have been released about the devolution deal announced last month for the Tees Valley, which will see an elected mayor for the area (LTT 30 Oct).
The mayor will chair a combined authority, which will also comprise leaders of the five councils who will be given portfolios to manage.
The mayor will be required to consult the cabinet on his/her strategies and spending plans, and these can be rejected if three of the five council leaders vote against them.
