Stagecoach and Virgin have called for a new licensing system to replace franchising on some inter-city rail routes, saying the change would promote greater competition and provide taxpayers and passengers with a better deal.

The groups, who jointly operate the West Coast and East Coast franchises, make the comments in a joint response to the Competition and Markets Authority’s consultation on the future of rail franchising (LTT 27 July).
