Cities push for greater transport devolution as Chancellor sticks to elected mayor caveat

City regions today push for greater transport devolution as the Chancellor invites them to take advantage of bigger budgets and greater powers over transport - if they agree to a city region mayor.

George Osborne is expected to say in a speech today that the model of "trying to run everything in our country from the centre of London is broken" and that this is "not good for our prosperity or our democracy". He will offer a multi-year, consolidated transport budget as agreed last year with Greater Manchester but will insist cities must agree to a directly-elected mayor first.

The Guardian speculates that the new communities secretary Greg Clark may be able to persuade city regions in Yorkshire and the North East "given the powers on offer are so substantial". Greater Manchester hopes the control of greater funds agreed so far will lead to the devolution of all public spending in the conurbation.

The speech comes as the leaders and mayors of the ten largest city economies outside London today launch a devolution declaration setting out how the 'core cities' could rebalance the U.K's economy and renew its democracy.
