Transport secretary Ruth Kelly this week announced plans to extend hard shoulder running to large stretches of England's motorway network as a lower cost and quicker way of increasing road capacity than by widening.
In a detailed statement of the Government's thinking on inter-urban roads policy, Kelly also said there was a "compelling argument" for implementing US-style High Occupancy Toll (HOT) lanes on stretches of the motorway network "wherever we are adding capacity"....
