Scrappage scheme for old diesels?

The RAC Foundation is urging ministers to introduce a new scrappage scheme targeted at old diesel cars. The number of diesel cars has risen from 1.6 million in 1994 to ten million today. They offer superior fuel efficiency and lower carbon dioxide emissions than petrol cars but produce more particulate matter and nitrogen dioxide, which contribute to poor air quality.
