Treasury should keep parking fines, say drivers

Revenues from penalty charge notices (PCN) for parking and moving traffic offences should flow to the Treasury, rather than being kept by local authorities, the Alliance of British Drivers has told ministers. 

The ABD says the change would remove the incentive on councils to target enforcement where they can issue high numbers of penalties for relatively trivial offences.
