DfT rules out law change on accident liability

Ministers have ruled out changing English civil law to make drivers liable for crashes with a cyclists, unless the driver can show the cyclist was at fault.

Transport minister Norman Baker has spelt out his opposition to the change – sometimes known as “strict liability” – in a letter to the London Assembly’s transport committee.
