Flexible rail fares "unlikely to change travel patterns, open data might achieve shift"

Passenger Focus has cast doubt on whether efforts to incentivise flexible working with rail fare structures will work and said opening up data on services will have a bigger impact.

The Department for Transport floated in its consultation on rail fares and ticketing introducing new commuter fares to address the fact that season tickets provide financial disincentives to work flexibly or part-time and no incentive to travel outside peak hours.
