AA new potential source of local powers over transport has been opened up by the Sustainable Communities Act, which took effect in October, covering England and Wales.

It’s an unusual law in that it provides for calls for action to come from the bottom up through a mechanism that could allow local councils, or even interest groups, to secure changes.
