More than £2.5m in unpaid PCNs in Enfield

Enfield Council has more than £2.5m worth of unpaid penalty charge notices (PCNs) outstanding, according to the council’s income collection report. The north London borough collected over £3.5m from PCNs issued by civil enforcement officers – but 41% of the fines from 86,864 tickets issued in 2011/12 went unpaid.
