Differential parking penalties enable local authorities to apply higher sanctions for more serious parking infringements. In October 2007 I posed the question in an article in Parking Review: “Differential Penalty Charges – Did London Get it Right?”

My concern related to attaching the higher level penalty charge to some contraventions in residents’ parking spaces. I pointed out that in the London Councils’ 2006 consultation on differential penalty charges only...
