Parking charge notices issued to motorists on private land are out of proportion to the losses suffered by landholders, which means they are not enforceable, according to a new report by the RAC Foundation.
Some parking enforcement firms pay landowners to allow them to enforce parking restrictions on their property, says the report. The organisation says arrangement results in “zealous enforcement using methods that ensure the greatest income for the operator”.
