The High Court has ruled that Barnet Council “acted unlawfully” when it raised the cost of resident parking permits to generate a surplus for road repairs.

Mrs Justice Lang rejected claims from the north London borough that it had the power to raise extra cash through permits. She found that the council had deliberately engineered a surplus to spend on roads.
