An independent panel is to handle appeals from motorists challenging parking charges received on private land. The scheme, which will be known as Parking On Private Land Appeals (POPLA), will cover all private sites managed by members of the British Parking Association’s Approved Operator Scheme (AOS). The BPA has awarded the three-year contract to London Councils.
