The author of an influential report on the economics of climate change has identified that countries' carbon reduction pledges ahead of a UN summit will not keep global warming below 2C.
Lord Stern said that whilst there is "strong action coming through," there was a need to strengthen a potential agreement at the summit in Paris in December if dangerous climate change is to be prevented. His comments in The Guardian were based on a study of commitments published by European Union and other governments to date. All countries are meant to draw up intended contributions to reductions in emissions.
Lord Stern advised the Labour Government nine years ago that spending on measures to curb emissions was needed to avert economic damage.
The Liberal Democrat leader Nick Clegg said over the weekend that taking a tough stance on reducing emissions at the summit in December is a "green line" without which they will not re-enter Government.
