A Labour Government might shelve plans to extend HS2 north of Birmingham in favour of improving east-west rail links across northern England, shadow chancellor Ed Balls has suggested.

 In a briefing with regional newspapers, Balls questioned the case for building the second phase of the Government’s high-speed rail plans, which would see the line extended from Birmingham to Manchester and Yorkshire.
