Emissions-based C-charging first casualty as Johnson takes the reins

Owners of vehicles with high carbon dioxide emissions were among the most immediate beneficiaries of Boris Johnson's election as London's mayor, with the Conservative candidate committed to scrapping Ken Livingstone's plans for an emissions-based congestion charge.
