Transport investment in Britain mostly consists of trend planning. Phil Goodwin’s suggestion of replacing forecasts by scenarios (‘Traffic scenarios for policy development’ LTT 06 Jul) would replace a crude form of trend planning by a more sophisticated one – an improvement, but still not what we need.
There are, of course, some trends that lie outside transport planners’ control but which they have to take into account and therefore need to make some assessment...
