Borrowing to fund Derbyshire station?

Derbyshire County Council and Network Rail are exploring how to fund a new rail station to serve Ilkeston. With the county council unable to afford the £5m construction cost, one option is for Network Rail to borrow the necessary funds, with costs recouped from payments made by train operators calling at the station.
