Scope for more shared services

Less than one quarter of highways departments have shared services, according to the final report of a survey of local highway authorities for the Highways Maintenance Efficiency Programme. The report identifies 14 shared services, with the most common being a shared urban traffic control centre followed by shared network and street works services, winter maintenance and asset management. The report says that services with scope for being operated for more than one authority such as customer service centres and routine maintenance were not mentioned by any respondents. However, 14% of respondents without shared services were planning them. The HMEP?plans a shared services toolkit to help authorities to establish shared services arrangements.
