Roads minister Mike Penning struggled to defend the Government’s decision not to set new road safety targets in the face of questioning from MPs last week.

Penning said he thought the previous Government’s targets to 2010 had helped reduce casualties. “I do think they have helped – there’s no doubt about that – and focused minds,” he said. “But I also said that if you had simplistic targets you’ll also get simplistic answers.” He said...
