Is the DfT’s entry train stock leasing market intended to put pressure on the ROSCOs?

Despite the Department for Transport’s protests, its decision to enter the rolling stock leasing market has been interpreted by many in the industry as a new tactic to put pressure on the ROSCOs following the department’s failure to persuade the Competition Commission to cap their leasing charges.
