South Tyneside extends experimental CPE contract with charity

South Tyneside Council is to extend its pioneering trial involving using a charity to undertake civil parking enforcement (CPE). The council appointed environmental regeneration charity Groundwork to operate its parking management for the authority.

Groundwork is undertaking CPE for the council via its trading arm Windmill. It took over from the previous  parking contractor APCOA Parking (UK) in February, initially on a six-month trial basis. This is Windmill’s first parking services...
