Faulty CCTV behind collapse of assault case

The case against a motorist who ran over the foot of a civil enforcement officer (CEO) has been thrown out of court because of technical problems with CCTV footage.
Clare Bryan, an NCP Services employee, claimed the incident happened after she issued the male driver with a penalty charge notice (PCN) because he was parked on double yellow lines in Manchester city centre.
