Differences emerge in persistent evader powers
A discrepancy will exist between how capital and authorities elsewhere can deal with persistant evaders. The second London Local Authorities & Transport for London Bill will enable boroughs to clamp and remove persistent evaders even if they are legally parked. Also, they can demand the payment of all outstanding fines before releasing a vehicle.
