UK Rail regulator’s competitive framework for Network Rail sets new model for open market
Movement towards a new competitive model for European railways continues to proceed at a sedate pace, but inexorably steps are being made. In some countries, local court rulings have started to back up the EC’s position that an international open market now supposedly in place should be being followed domestically, as in Germany where there have been signs of increased market opening following a judgement that prevented the direct award of tenders to Deutsche Bahn.
