New West Coast franchise delayed as DfT wrestles with franchising policy

The need to clarify rail franchising policy in the wake of the publication of the McNulty review into the industry’s value for money (scheduled for Thursday) will lead the Department for Transport to postpone the start of the new West Coast franchise, industry sources have indicated.

The new contract had been due to begin in May 2012 with incumbent operator Virgin facing competition from Abellio, SNCF and FirstGroup. However, it is understood that the DfT is set to push the start date...
