New West Coast franchise delayed as DfT wrestles with franchising policy

The need to clarify rail franchising policy in the wake of the publication of the McNulty review into the industry’s value for money (scheduled for Thursday) will lead the Department for Transport to postpone the start of the new West Coast franchise, industry sources have indicated.
