Breath was being held in the passenger transport world - as in many others - on October 20 when chancellor George Osborne announced his Comprehensive Spending Review. In the event, the outcome for bus and rail was more hopeful than many had feared. But there is no doubt that we have entered a tough period for both the industry and the economy.
