Bath’s lorry ban highlights the limits of localism

There isn’t any strategic planning any more,” a transport campaigner said to me recently. “Councils can just do what they want.” I began to explain that this was far from the case when the example of the Bath lorry ban was brought to my attention. This is a case where a city of some 90,000 people situated on a trunk road – the A46/A36 – has simply decided that it doesn’t want large trucks through the city and requires them to go somewhere else.
