I wish someone could explain to me the difference between what the Prime Minister was suggesting in his speech at the Institution of Civil Engineers, and what is already happening (‘We need more privately-funded road capacity – Prime Minister’ LTT 30 Mar). It sounds just like a combination of DBFO (Design Build Finance Operate)/shadow tolls on existing roads and M6 Toll-type new roads. Or is old age addling my brain?
