How will BSOG reforms deliver any tangible benefits?

I have difficulties with the Government’s proposals regarding Bus Services Operating Grant (BSOG) (‘DfT strikes ringfencing deal for partial devolution of bus subsidy’ LTT 30 Mar). Under the plans, BSOG payable with reference to fuel consumed on tendered services will be paid, not to the operator, but to the tendering authority.
