Highways Agency 'to be reformed to secure more private finance'
The Government is to press ahead with plans to reform the Highways Agency in order to secure more private finance for road upgrades, according to reports.
The Guardian claims today that the Government will reform the HA to make it independent of Government so it can borrow money to fund a "horizon shift" in spending on roads to boost the economy and to reduce delays.
