Council voices rail devolution fears

East Riding of York Council has voiced concern about the proposed governance arrangements for a devolved North of England rail franchise. Local authorities in Greater Manchester, South Yorkshire, West Yorkshire and York want to create a Rail in the North Executive (RiNE) board to oversee the new franchise.
