Hampshire changes bus procurement

Hampshire County Council is changing the way it procures bus services. The council is setting up a dynamic purchasing system (DPS) for up to four years duration with an estimated value of £6m per annum. DPSs are similar to framework agreements except that, whereas a framework agreement is closed to new suppliers once set up, new suppliers can join the DPS at any time. Operators applying to join the DPS will have to achieve a pre-determined level of quality....
