Rethink ‘unrealistic’ project appraisal practices, MPs tell DfT

The DfT’s methods for appraising and evaluating transport projects have been criticised  by the House of Commons public accounts committee.

The comments come in a review of High Speed 1, the Channel Tunnel Rail Link. The MPs say pre-construction patronage forecasts for the line were  “wildly optimistic”, with international passenger numbers only one-third of the original 1995 predictions prepared by London & Continental Railways Ltd – the private consortium...
