South West councils explores joint rail authority
Councils in the far south-west of England could team up to manage local rail services.
Devon County Council has raised the possibility of creating “some form of joint authority structure” to manage local rail services in response to the DfT’s rail devolution consultation. The authority could cover Devon, Cornwall, Plymouth and Torbay councils and oversee all the area’s branch lines together with local stopping services on the main lines.
