The latest cycling strategy needs proper DfT support

I note your front page piece on the White Paper for walking and cycling in Wales (LTT 13 Apr). Now, I seem to recall a similar effort in England on behalf of cycling. I remember helping to formulate the National Cycling Strategy, which was adopted as policy in 1996, within which there was a requirement for highway authorities to have a local strategy and the document gave an example.
