Heathrow high-speed rail link has BCR below 1, admits DfT

The Government is planning to spend more than £2bn on building a high-speed rail connection to Heathrow Airport even though the quantifiable benefits of doing so will be far less than £2bn.
The news that the project has a benefit:cost ratio of less than 1, and therefore represents poor value for money, is revealed in court documents submitted by 15 local authorities challenging the Government’s decision in January to go-ahead with building a high-speed rail network.
